Older devices can't connect to pocket edition external servers

Minecraft Pocket Edition is not allowing older generation devices such as the iPad Mini 1st generation to connect to external servers. As soon as your try to login it will say that you cannot connect to the world. On the server console it acknowledges that the player has attempted to connect to the server and it says that the player has disconnected due to timeout on the server console.
