Powder snow can be generated underwater/near water near the shore

As everyone knows, water destroys powder snow on any contact. But in the generation you may encounter powder snow next to water and even under water. It will not collapse.

Observed results:
On the shore, powder snow will come into contact with water and will not break.

Expected results:
