World NBT is all broken when you upgrade world to 1.17.30.23 from 1.17.30.22-

When I upgrade world to 1.17.30.23 from 1.17.30.22-, then world nbt is all broken.
Chests, Animals, monsters, nether portals, beds are all broken.
