You Can Change Light Block Level Without A Light Block In Any Gamemode

Any player (any gamemode and even un-opped) can change a light blocks light level by placing their head in the light blocks collision box and interacting.

 

Steps To Reproduce:

1. Place a light block at head height
2. Move your head into the light block
3. Without a light block in your hand, interact a few times
4. Observe that the light blocks light value changes
5. Also observe that this occurs with players in any gamemode and even players with no permissions.

Expected Results:

• Players can only change a light blocks light level while holding a light block

Observed Results:

• Players can change a light blocks light level, regardless of gamemode, permissions or holding a light block if they are inside the light block
