Double plants can be set at 320 height in 1 block

Summary:
Double plants are set at 320 height (the last height at which the unit can be set) placed in 1 block. Thus, only the bottom block of plants is placed. There is no such error with doors

Affected blocks:

• Tall Grass
• Large Fern
• Small Dripleaf
• Peony
• Rose Bush
• Lilac
• Sunflower

Steps to reproduce:

1. Place the indicated blocks at 320 height.

Observed results:
Congratulations! You were able to fit double blocks into 1 block. Over time, they still break)

Expected results:
Double blocks must be double. And they cannot be separated! This should work like a door) (blocks should not be placed).
