I don't have a hot bar anymore

I switched to third person but when I switched back to first person my hot bar disappeared, I thought it was a little glitch so I left the world and rejoined but it still didn't come back , I decided to create a new world thinking it was just a one off glitch but there was no hot bar in the new world either. I tried opening my inventory to bring it back but it still didn't work. If I play in survival I can't see my hunger or health bar either.
