Villagers wont even pick up food to breed

In a Caves and Cliffs experimental world I was trying to get two villagers to breed, but they wouldn't even pick up food. All the conditions where right (extra beds, Had professions, right types and amounts of food, etc.). I went into a previous NON experimental version of the world and the villagers would instantly pick up any food thrown at them.
