You can interact in the light block even if your not holding it

I can interact in the light vlock even of I'm not holding it in both creative and survival

Step to Reproduce 

1.Place a block.

2.Then put the light block at the top of the block.

3.Break the block underneath the light block.

4.After walk until your in the light block.

Result

You can interact with it and change its light level even your not holding the light block in creative and survival.You can break it in creative even your not holding a light block but in survival there are breaking particles.

Expected Results 

You shouldn't have interact with the light block if your not holding a light block
