You spawn with you hotbar inventory full of unnecessary blocks and items

This bug has been in the game for a long time and has yet not been fixed, your supposed to spawn in creative mode with your hotbar inventory empty but you spawn with blocks and items already in your hotbar inventory. This is how the game works on Java and console.
