Friendly mobs/animals won't spawn

I am using seed 406338 attached to Gadgets resource pack from Imajilabs. I have used this previously with no issues but my latest world with the latest update produces little to no animals in any biome. I have one goat and a polar bear after weeks of playing but no animals for food. I have planted farms, went all over the map and no animals will generate.
