Multiplayer not working on new world

Minecraft's Multiplayer doesn't appear to be working well

 

I created a new world to play survival with friends and turned on multiplayer. Once the world started I paused to invite my friends the button was gone. I went to settings and it showed multiplayer, but it was off and it was grayed out. After leaving the world I checked and it was on in the world settings. This has continued happening since. I restarted minecraft and this was still happening. I'm using cellular data, is that the issue? I don't know.
