There are no entrances to caves above ground

Playing on the 1.17.30.20 beta in any world with Caves and Cliffs turned on in the experimental settings. Entrances to caves and ravines above ground do not generate. Rather, only entrances to underwater caves and ravines will spawn above ground. I believe that world generation is bugged and is causing regular caves to spawn as complete underwater caves.
