I cant see my friends in Joinable Friends tab

I can't see my friends online on 'Joinable Friends' while they are playing and it also shows on Xbox they are playing. I play on MCPE and my friend plays on Windows 10 edition he is able to join me but I cannot join him as it shows that no friend is online on Minecraft while they are.
