Can't acess custom skin offline

Trying to acess custom skin when playing offline (as in don't have wi-fi or mobile data turned on) now games whats to connect to internet when accessing character creation screen. But when you don't have internet connection, of course it doesn't load and with that I can't even select custom skin which is stored offline.
