Bells don't redirect redstone dust

Bells look like they redirect redstone dust visually, but they don't act like it at all.

That's about it

Steps to reproduce:

1. Put down a line of redstone dust
2. Place a bell next to the line
3. Power the dust line

Expected results:

The dust both visually and actually redirects into the bell and makes it ring

Observed results:

The dust doesn't power the bell at all, and still acts as if nothing is redirecting it
