Axes, Shovels, and Hoes can still let you access/interact with blocks if you are sneaking

Axes, Shovels and Hoes have the same behavior as having nothing in your hand when interacting with blocks if you are sneaking

Way To Reproduce the Bug:

1. Place a Block that can be interacted
2. Grab an Axe/Shovel/Hoe
3. Sneak
4. Interact with the Block while sneaking

Observed Results: You Interacted with the block like how you can interact with it with your bare hand while sneaking

Expected Results: Nothing Will happen
