/weather and /time set commands don't work on the experimental toggle

I was playing with my friend on an experimental world, and it was night and raining, so I tried to use commands to set it to day.  Cheats were on and I was an operator, and it said the command worked but did nothing.  Turning weather cycle and do daylight cycle off and on in settings seemed to fix it.
