Using /w , whisper , tell , message ,msg etc. Seems to not work properly

1.Using /w , whisper , tell , message , msg seems to not work properly even though we did what the command said.

2.When using /w <target:target> the current players in a multiplayer world doesnt show up while running the command and send a message but it says No target matched selector.
