Problem with tickingarea and NPCs

I was making a menù for my server, when i noticed that if i tryed to open an NPC with the dialogue command it wouldn't open if i'm further than ~60 blocks (with 11 of render distance and 4 of ticking distance) even tho i put a circular ticking area centered in that npc

still cannot find any solution after WAY many tests PLEASE FIX THIS BUG it's really annoying.
