Worlds with large resource packs can not be joined

I have a world that has a large resource pack(~600 mb) active on it. Whenever a player tries to join though, the following screen is shown & the player gets stuck, and there's no progress in the download. The resource pack also has a dependency for a behavior pack in the world, but it doesn't seem to be causing it(removing the dependency didn't fix it).

I can link the resource pack if needed, but it is very large, so will require an external link
