When I try and use the hoe on these grass blocks, it does not allow me to.

It will not allow me to use the hoe on these grass blocks. They just stay as grass blocks. I have tried restarting the game, and breaking them but it does not fix it. I have tried replacing them and restarting the game and it does not fix the issue
