Mob Spawn Rate in 1.18 Beta is INSANELY OFF

Started playing PT 2 of Caves and Cliffs on Easy like I always do, but the mob spawn rate is equivalent with Hardcore, I need loot to progress but I died way too much with full diamond on. Also, supposedly with this update mobs were only going to spawn in the complete dark? That's certainly not the case? Please Help...
