I have tried to edit the dialog of NPCs but it doesn't work no matter what

I have tried to edit the dialog of NPCs but it doesn't work I've tried resetting my world resetting my minecraft I've tried resetting my console but nothing works the dialog on the npc just won't even open the option to change it this needs fixed
