I cant join my friends world on IOS

I have online friends that are from the Dominican republic and i cant join their worlds but they can join mine. I can join my friends that are here in the uk though. ive tried everything from changing my settings to getting a completely new account. it worked ONCE but then proceeded to fail to join my friends world. i have attached all the settings i have put on and the message when i try joining.
