Whispering doesnt work

Hello so when I try to whisper no names show up but i can do /msg @s hi and i whisper to my self but i can not whisper to anybod else their name does not show up and I have tried to do @a and it says insufficient permmisions this has been going on for about 3 or 4 weeks for me
