Chorus Fruit does not teleport the player when below Y level -26

On worlds with the Caves and Cliffs Experimental Features turned on, eating a Chorus Fruit when below Y level -26 does not teleport the player. Instead, it is just eaten as if it is a normal food item.

It seems that blocks below a certain Y Level are not considered as valid targets for the Chorus fruit, as when I ate the fruit at Y -26, it would always teleport me to higher elevations. This is likely the cause of the above issue.

 Steps to Reproduce:

1. Find a cave below Y level -26
2. Eat a chorus fruit

Observed Results:
The player is not teleported.

Expected Results:
The player should be teleported.
