Candles can’t be placed on top slabs, and stairs

Issue: Cannot place candles on top slabs, or stairs facing the correct way

Steps To Reproduce: place the slab, or stair, in the correct position, and it won’t work, as show in the picture below

(P.S: You can’t place candles when facing certain directions, from what I know so far this is affecting 1.17.10, haven’t tested it out on the beta)
