I was doing something for a city and found that all my parrots are somehow sitting on nothing??

I was settings something up in a city and noticed that ALL the parrots are sitting on air?? And I've also notice they all went to one certain room which is really weird. But when I push them, the flapping animation starts but they don't move at all.
