[Experimental] Lush and Dripstone Caves Fail to Generate Below Y-10

Summary: I loaded 20-25 seeds and couldn't find a Lush/Dripstone Cave Below Y-10.

Steps to Reproduce:
Step 1: Load a World.
Step 2: Enable Caves n Cliffs Toggle.
Step 3: Go 2000-3500 blocks in One Direction.
Step 4: If you have no luck finding a Lush Cave Repeat Step 1.
Step 5: Dig Down when you see Vines.
Step 6: Repeat.

Observed Result: Lush and Dripstone Caves Dont Generate Below Y-10.

Expected Result: Lush and Dripstone Caves Dont Generate Below Y-10.
