The Effect Command Isnt Working Properly

Reason:

Im Currently Making A Skywars Map But When I Put An Effect Command In A Repeating Always Active Command Block It Keep Saying "Effect Time Index Invalid" I Even Change The Effect Time To A Max Number And Its Still The Same I Dont Even Know If Its A Bug Or Simply The Game Mechanics
