Text to speech for chat is no longer working on all platforms PlayStation PC and mobile

When playing games, text to speech for chat is not responding, in the past it us to work, but ever since the new 1.17 update it is failed to be used, PlayStation mobile windows Xbox, not sure about netendo switch
