Caves and Cliff's Structure Blocks issues loading negative Y values.

Can't load a structures below Y 0 with command. Also Y value automatically set to above 0 when attempting to adjust values placed in negative world  Coordinate.

Simply needs a fix to the hight values for stucture blocks.
