Caves and Cliffs experimental play - all caves and formations below sea level are ocean biome

Every world I have created has had oceans at anything below sea level.  Oceans in the desert, oceans in the jungle.  Caves and all formations are filled with oceans.  Unable to play in any formations.  Only seen on surface level formations, not sure if it affects underground cave formations as well.
