a bug I found on the powder snow bucket

I found a bug, why is the snow powder bucket that is placed in the dispenser and is activated with a lever can issue a snow powder block but when the lever is pressed again the dispenser cannot pick up The powder snow block is back again, is that a bug? Or features?
