Player is Unable to Hold Q to Drop Items Faster

Step 1: Load a World on Minecraft Windows 10.
Step 2: Get a Stack of Items.
Step 3: Hold Q.
Step 4: Repeat.

Observed Result: Holding Q doesn't speed up the process of throwing blocks or dropping them out of inventory.

Expected Result: Holding Q should speed up process of throwing items/blocks or dropping them out of inventory.
