Light blocks have a hitbox now even when not holding one

1. Place a light block
2. Go into survival
3. You can mine it

This also means in adventure mode, you can't aim "through" them anymore. This breaks existing content.

Expected result

Hitbox only appears in creative mode while holding a light block (i.e. the same conditions that cause the in-world particle to appear)
