Candles not placing at places where it look like it can placed on

So I was playing Minecraft today and I was going to place at least four candles in each room and when I was in a room with crops I saw a table in the corner I tried to place a candle on the table (it was made of upside down stairs) and it wouldn’t work.  It doesn’t work on stairs slabs fences and wall blocks.
