multiple entities can't teleport at once in the same nether portal

STEPS TO REPRODUCE: have a parrot on your shoulder or get in a mine cart with rails leading to a nether portal after entering the nether portal player and mine cart or parrot will not teleport but instead stand in the nether portal.
