Suspicious Stew Trade not Randomized for Farmer

The effect of the suspicious stew from the farmer should be random, but it is always night vision. This was also a bug since 1.13.1, but was said to be fixed in 1.16.0.63 beta. The previous report was MCPE-52517.

Steps to Reproduce:

1. Spawn a villager
2. Give it the farmer profession
3. Purchase a suspicious stew from the villager
4. Eat the suspicious stew
5. Repeat these steps multiple times

Observed Results:
The effect of the suspicious stew is always night vision.

Expected Results:
The effect should be randomized.
