Axolotl's not spawning

Axolotls are not showing up in any kind of ocean.I tried several different worlds and the same thing happens in all

 

They only appear VERY rarely and that is a big problem since they cannot be obtained in any other way

 

In the previous version (1.17.0) Did not happen. Axolotls were appearing normally and when I upgraded to version 1.17.2 the problem started
