Unable to remove previous banner layer using Cauldron

Steps to reproduce:

1) Dye a banner with which patterns (different patterns do not produce different results) using a loom or crafting table.

2) Fill a cauldron with water.

3) Tap on the cauldron (for touch players)

Observed results:

Banner stays the same even though water is consumed from the cauldron. 

Expected results:

The previous layer should be removed from the banner (Java Parity).
