Bonemeal not causing sugar cane or bamboo to grow when dispensed

While using a dispenser ticking rapidly with clocks, the bonemeal won't make sugar cane or bamboo grow, but it does work on trees. When manually using bonemeal on those plants, it works.

 

The weird part is that it got "fixed" when I used a repeater to power the dispenser instead of a redstone.
