I am unable to join player worlds and all players are unable to join my worlds but I am able to join servers

I tried for 3 days in total to restart. Redownload. Re Sign in to microsoft account. Restart PS4. and I try to attempt joining other player worlds over and over again. Even when sent an invitation to a world it doesnt work and when I invite others or they try to join my world they cant. I can not join ANY world by other players and NO one can join my worlds. I checked all settings and cross play is on. And I can play on Servers just fine.
