Does not let me sometimes access the shop or has in game bug with the skins

It keeps saying to check my Internet connection when I go to change my skin and when it works it doesn't show I've changed skins unless I click the options button on console then I see my playstation name and my changed skin underneath, it does not show my skins been changed in game.
