Cauldrons, hoppers, and chains cannot be placed next to blocks at Y=255/256 if the player is standing on the edge of the block

Summary:
When the player is standing on the edge of a block at Y=255/256, they cannot place a cauldron, hopper, or chain next to that block.

Steps to Reproduce:

1. Place a block at Y=255/256
2. Stand on the edge of the block
3. Attempt to place a cauldron, hopper, and chain next to the block

Observed Results:
The cauldron, hopper, and chain cannot be placed.

Expected Results:
The cauldron, hopper, and chain should be placed.

Notes:
If the Caves and Cliffs toggle is enabled, this issue does not occur at Y=319/320, but it still occurs at Y=255/256.
