Custom Skin Outer Layer is Messed Up

Whenever I see my custom skin, it has a random glitched effect to it. It's only effected on the outer layer, since I can see the normal skin underneath it. The effect is never the same. On servers, a friend on Xbox can also see it, but he usually sees a different glitched effect than I do. I've tried editing the skin in drawing programs to make sure there's no stray pixels.
