Zombie Villagers don't enter boats or minecarts when trasnformed inside a minecart

I was saving a total of 32 zombies when i found out they don't enter boats or minecarts. They are not entering because they got transformed into zombies inside minecarts. I tested and natural spawned and transformed ouside of minecarts do enter
