End portals not properly spawning

End portals are not properly generating I have a world that was generated when 1.17 came out it has been updated to the latest version. I am playing it on Minecraft realms on the PlayStation 4 I have even downloaded the world and entered creative mode to be able to use commands to troubleshoot. I have come across multiple strongholds that do not have any portals. Using locate commands in creative mode as well as eyes of ender I am able to locate strongholds. However none of them have portals even after completely excavating the entire stronghold. The seed I am using is 1813767754 starting from my spawn location around X800 Z0, The closest stronghold is at X978 Z978.
