Problem downloading world resource packs

My son is playing on Android. He has a texture pack app called Addons for Minecraft made by Keyen Works. When I try to download packs onto Minecraft on ps4 when joining him, it says error. When I try again to download it just keeps going until I cancel. 

We didn't have this problem until 1.17 update.
