Can't dual wield torches

As the subject suggests, we can't dual wield torches. I've only played the Java version previously so I don't know if this is by design but I'm used to being able to dual wield torches and can't so it's heavily slowing down productivity. 

Desired effect: dual-wield torches so that they can be placed while mining without switching hotbar slots.
